Title: What if there's only one Decision?

Suppose it's just the dawn of PM trading, and there's only one Decision on the Ballot. Will it break anything?

P.S. Tried to find the answer in the papers, but couldn't (maybe overlooked it)

If still works, just not as well.
The cost of making the oracle go the wrong way is lower.

Suppose we approach the third Ballot in the life of PM. There's a single Decision in this Ballot as well. Can we reuse Decisions from the past Ballots to make it more robust?

Good question.
We can't reuse decisions, but we could add more decisions for this purpose. Example decision: "This decision will return true".
